forScore is one of the best sheet music tools. It allows pdf upload, annotation both drawn and musical symbols, library building, quick links, metronome, piano, integrates with page turners.

Apple Books (Free, but much less capable)
You can view PDFs in books and annotate them. However it’s nothing like as smooth as forScore and not setup for music especially.
